AtfBudget

AtfBudget creates AWS Budgets with cost/usage/RI-SP thresholds that publish to SNS, defaulting to reuse the observability alert topic (or dedicatedTopic: true to mint its own with a budgets.amazonaws.com publish grant). Off by default (account-global).
