Validate a raw selections value (typically the selections block of
axis.json imported via resolveJsonModule) and apply the feature.<name>
context overlay (context > axis.json — today’s precedence, unchanged).
Throws [Axis]-prefixed errors on any shape, enum, unknown-key,
reserved-apis, invalid-context-value, custom-target, or kind-mismatch
failure. Returns a frozen, post-overlay AxisResolvedSelections.
