AtfObservability

AtfObservability provides opt-in, synth-pure CloudWatch alarms (per-category toggles, overridable defaults, relative p99 duration, a 1-minute period floor, and an additionalAlarms escape hatch), a dedicated alerting SNS topic (or SSM-ARN reuse), a Slack/Teams subscriber adapter Lambda reading its webhook from an SSM SecureString at runtime, and an opt-in dashboard.
